CTCA has provided the Step by Step Guide to assist governments to implement Article 11 of the WHO-FCTC.The Guide draws from FCTC guidelines on Article 11,existing evidence on the effectiveness of PHWs, the WHO Database on PHWs as well as country best practices on implementing PHWs.
