Background Information
Makerere University School of Public Health’s Centre for Tobacco Control in Africa (CTCA) was established in 2011 by the World Health Organization (WHO) to support governments in African countries to develop tobacco control policy and legislation as well as build and sustain institutional capacity for tobacco control. This is done through offering technical, institutional and cross sector support for tobacco control at national and regional levels.
The Centre which is in its 2nd phase funded by the Bill and Melinda Gates Foundation through the African Capacity Building Foundation envisions four outcomes including; Adoption and implementing policies for farmers transitioning from tobacco farming to alternatives, Increased adoption of policies and laws compliant with FCTC, Increased implementation/enforcement officers of policies and laws compliant with FCTC and development and implementation of national tobacco control programs.
Makerere University School of Public Health’s Centre for Tobacco Control in Africa is seeking to hire a Technical Advisor – Compliance who will provide leadership and technical support to governments in targeted Africa countries towards development and implementation of laws and regulations in tobacco control compliant with the WHO FCTC and in accordance with country laws. His/her specific duties and responsibilities are as below;
- Supporting development of TC legislative interventions: TC bills and regulations
- Supporting governments to adapt and implement TC enforcement strategies in line with WHO-FCTC.
- Facilitating training programs for enforcement agencies on tobacco control.
- Providing mentorship to country and regional experts on tobacco control legislation and enforcement.
- Supporting governments to develop robust measures to counter Tobacco Industry Interference in policy formulation (Article 5.3 implementation). Specifically in developing a code of conduct for government officials and monitoring the tobacco industry interference.
- Maintaining a continuous update to target countries on new trends and best practices on TC regulations.
- Taking leadership and reporting on tobacco control legislation and enforcement in the target countries.
- Any other duties as may be assigned by the supervisor.
Qualifications
- Bachelors of Law
- Diploma in legal practice.
- Masters in law as an added advantage

Experience
- At least 5 years’ experience in legal drafting and enforcement
- Experience in working with governments
- Multi partner project management experience
Added Advantage
- Knowledge of tobacco control and the WHO-FCTC
- Excellent knowledge in English with any other international language
